The Wiply chat follows your Wiply settings:

• Blocked people can't open a chat with you.
• Your chat privacy in Settings → Privacy decides who can start a conversation. If someone you don't allow writes to you, their chat waits in Invitations instead of opening: choose Join or Decline.
